The Industry Commerce and Economic Development
 
The Committee will endorse Governor Napolitano’s knowledge-based manufacturing initiative by establishing cross border degree programs, specialized curriculum, and other training programs. The committee will work cooperatively with AMC Education Committee, Tec de Monterrey, State of Sonora University System, ASU, and U of A. Target Completion Date: December 2004.

This Committee will jointly submit with ADOT a request to the
 

CANAMEX Task Force that the Puerto Nuevo Tucson/Port of Guaymas commercial corridor be included as part of the Canamex Project. Target Completion Date: Fall 2004.

The committee will build a pharmaceutical industry in Arizona-Sonora using as a framework the proposed SRI/U of A/State of Sonora plan. Initial steps are:
1) conduct an economic analysis of potential tax incentives for the pharmaceutical industry and
2) develop FDA standard (good lab practices and good manufacturing practice) in Arizona and Sonora.
Target Completion Date: December 2004

THE TRANSPORTATION Committee will complete the logistics study as described in the draft Scope of Work developed by the Arizona Department of Transportation for the CANAMEX project.
They will advance the logistics study by establishing a bi-national technical advisory committee to:
*Revise scope of work and approve it
*Develop a funding plan to advance study
Target Completion Date: November 2004.

The TRANSPORTATION Committee will form an Arizona/Sonora Gubernatorial CyberPort Task Force comprised of senior policy advisors and/or department heads of the state governments of Arizona and Sonora. The task force would identify stakeholders for a public and private sector working group. The working group would be responsible for developing an action plan of priorities for both states for implementing the CyberPort concept.
Target Completion Date: Establish Task Force by July 2004 and Identify Working Group by November 2004

The committee will recognize that Nogales, Arizona, as a result of economic development plans in Sonora, Mexico, has infrastructure needs related to the increased rail and truck traffic, which includes traffic generated by the Ford plant production in Hermosillo. The committee will conduct an analysis of the transportation infrastructure needs resulting from existing and forecast rail & truck traffic through the City of Nogales, AZ which will:
* Determine current crossing loads (number of trains, trucks)
* Determine reasonable forecasts for mid and long term
* Identify options to respond to traffic- Target Completion Date: Report Submitted by November 2004

AGRI-BUSINESS: The Subsecretaría de Agricultura de Sonora and the Arizona Department of Agriculture will hold a meeting to organize the Technical Plant Health Committee in accordance with the procedures that were established at the Border Governor’s Conference Agriculture work table. Target Completion Date: October 1, 2004.

The Arizona Department of Agriculture, the Subsecretaría de Ganadería of Sonora, the Greater Yuma Port Authority, FIRA-Banco de México, and cattlemen’s associations from both states will work together to create a plan for the relocation of the existing cattle crossing facility at San Luis Rio Colorado, Sonora and San Luis, Arizona in order to facilitate construction of the new commercial port of entry on the site of the existing cattle crossing facility. Target Completion Date: September 30, 2004.

The Sonoran State Plant Health Committee, the Subsecretaría de Agricultura de Sonora, and the Arizona Department of Agriculture will join efforts with the education, health and environmental committees to support their environmental health program for the border.
Target Completion Date: November 2004.

S.P.S.R San Pedro & Southwestern Railroad

Ferrocarril S.P.S.R con base en Benson, Arizona –35 millas al sureste de Tucson y a 150 millas de Phoenix núcleos de poblacion de mayor crecimiento en los Estados Unidos-, se comunica directamente a la frontera mexicana a través de Naco y expande sus posibilidades fortaleciendo la ruta del Norte y Este norteamericano, hacia el interior de México,

además se perfila cmo un detonador de la economía regional existente como parques industriales, espacios para manejo de carga y servicios de logística transfronteriza.

Activos empresarios y autoridades de Naco, Sonora coordinadas por el promotor Miguel Ángel González, continúan con las negociaciones para conectar esta ruta ferroviaria, con la ruta México-Cananea-Nacozari de Ferromex. Mientras tanto la viabilidad de transporte internacional por esta ruta se soporta en maniobras de traslados terrestres hacia ambos lados de la frontera de Naco.
